An official translation into Hungarian — hiteles magyar nyelvű fordítás — is a translation that carries legal force and can be accepted by a Hungarian authority.
A certified copy is not simply a scan or photocopy. It is a copy on which an authorised body confirms that it is a true and complete reproduction of the original.
In Hungary, a certified copy of a foreign document can be produced by OFFI or a notary; abroad, this can be done by a Hungarian consul.
A copy without notarial or other official certification is just a photocopy — and a plain photocopy will not be accepted when applying for simplified naturalisation.
